If the regular polish remover doesn't work then try one that is all acetone like they use to remove acrylic nails. It's very simple and just like removing nail polish. I wonder if you can remove with paint stripper or nail varnish remover - if you could get it cleaned off you can make some lovely effects using tubes of glass paint that are pretty but not overpowering. I had a lovely time a few years back painting wine glasses in this way (all smashed I'm afraid as I am very clumsy!).
